John 20:21-22 Then said Yahushua to them again, Peace be unto you: as My Father hath sent me, even so send I you. 22 And when He breathed on them, and saith unto them, Receive ye the Holy Ghost: 23 Who soever sins ye remit, they are remitted unto them; and whose soever sins ye retain, they are retained.
Luke 24:39-49 49 And, behold, I send the promise of My Father upon you: but tarry ye in the city of Jerusalem, until ye be endued with power from on high.
It's clear to see the disciples received the promised salvation and the understanding to impart salvation to others by their testimony. Yet they had not the promise of power yet.
Acts 1:1-5 5 For John truly baptized with water; but ye shall be baptized with the Holy Ghost not many days hence.
Acts 1:8 But ye shall receive power, after that the Holy Ghost is come upon you: and ye shall be witnesses unto Me both in Jerusalem, and in all Judea, and in Samaria, and unto the uttermost part of the earth.
Yahushua repeats the promise two different times right after His resurrection and just before He is caught up.

Acts 5:32 And we are His witnesses of these things; and so is also the Holy Ghost, whom God hath given to them that obey Him.
Obedience: submission to authority (biblically; act of love) Acts 5:7
Gamaliel response: Acts 5:35-39 39 But if it be of God, ye cannot overthrow it; lest haply ye be found even to fight against God.
Acts 8:5 Philip at Samaria; verse 12 they were baptized by Philip in the name of Yahushua but not unto power.
Verse 15-17 Baptized in the Holy Ghost unto power.

Father if it be your will, give them repentance to the acknowledging of the truth and power of Your Word to those in this assembly and those whom you have sent me to. I ask for your mercy on them, which refuse to be obedient to You. Let them receive the Baptism in your Holy Ghost power, either by my hands or another harvester.
